Jordan recognizes the role of education and Technical and Vocational Education and Training (TVET) in ensuring a steady supply of skilled labor to support socio-economic development and enhance regional and global competitiveness. However, graduates continue to face difficulties entering the labor market due to persistent skills gaps. These are driven by structural challenges, including low enrolment in TVET, weak industry linkages, negative public perceptions of vocational pathways, outdated curricula, limited funding, and inadequate infrastructure.
These systemic challenges affect vulnerable Jordanian youth, particularly in remote areas, where economic and social constraints limit access to post-secondary technical education. Women, persons with disabilities, and underprivileged communities face additional barriers, resulting in unequal participation in education and training opportunities.
يهدف برنامج المنح الدراسية لتعزيز نظام التعليم والتدريب المهني والتقني الشامل (STEP) إلى تسهيل وصول الشباب الأردنين من الفئات الأقل حظًا إلى التعليم التقني ما بعد المرحلة الثانوية (التوجيهي)، ومساعدتهم على إتمامه بنجاح، بالإضافة إلى تعزيز مهاراتهم من خلال فرص تطوير إضافية. حيث سيسهم برنامج المنح (STEP) على اكتساب المعارف والمهارات والتعليم المرتبط باحتياجات سوق العمل في تعزيز فرصهم في التوظيف.يُموَّل مشروع (STEP) من قبل الاتحاد الأوروبي و ينفذ من خلال الهيئة الألمانية للتبادل الأكاديمي (DAAD)، ومن قبل الوكالة البلجيكية للتعاون الدولي (Enabel)، ويتضمن المشروع ثلاثة نتائج رئيسية. وتُشرف Enabel على النتيجتين الأولى والثانية، واللتين تهدفان إلى تسهيل الوصول إلى التعليم التقني المدرسي وإتمامه، بالإضافة إلى تطوير المهارات اللامنهجية.
أما الهيئة الألمانية للتبادل الأكاديمي (DAAD) فتتولى تنفيذ النتيجة الثالثة، التي تهدف إلى توفير برنامج منح دراسية يعزز الوصول الشامل إلى التعليم التقني ما بعد المرحلة الثانوية للشباب في المناطق الأقل حظا في مختلف أنحاء الأردن، مع تزويدهم بالمهارات المطلوبة لتلبية احتياجات سوق العمل. كما يكمّل المشروع جهود أجندة الإصلاح الوطنية للتعليم والتدريب المهني والتقني في الأردن، ويتماشى بشكل وثيق مع أولويات رؤية التحديث الاقتصادي 2022–2033.
تمتد فترة تنفيذ المشروع من عام 2026 وحتى عام 2029، بميزانية إجمالية تبلغ 10 ملايين يورو.
ستعمل الهيئة الألمانية للتبادل الأكاديمي (DAAD) على دعم ما يصل الى130 شابًا وشابة من الفئات الأقل حظًا في الأردن، مع تشجيع المتقدمات من الإناث والأشخاص ذوي الإعاقة على التقديم؛ من خلال برنامج منح دراسية شامل ومراعٍ لمبادئ الدمج. وتهدف هذه المبادرة إلى معالجة العوائق المالية وتعزيز المساواة بين الجنسين ودمج الأشخاص ذوي الإعاقة، مع اعطاء الأولوية للطلبة من مناطق الشمال والجنوب، وذلك ابتداءً من الفصل الأكاديمي الأول 2026/2027، بالتعاون مع ثلاث جامعات شريكة في الأردن، وهي: جامعة البلقاء التطبيقية، وجامعة آل البيت، وجامعة الطفيلة التقنية، وذلك في التخصصات التالية: الطاقة المتجددة، وتكنولوجيا المعلومات، والزراعة الذكية، والضيافة، والتمريض.
This scholarship programme (STEP) aims to facilitate the access and completion of post-secondary technical education for vulnerable Jordanian youth, as well as enhancing their skills through additional development opportunities.
Ultimately, the acquisition of relevant labor market knowledge, education, and skills will enhance their employability.
The STEP project, funded by the European Union, implemented by the German Academic Exchange Service (DAAD) and the Belgian Agency for International Cooperation (Enabel).
STEP has three main results. Result 1 & 2 to facilitate access to and completion of BTEC education and extracurricular skills development led by Enabel.
DAAD implements Result 3 that aims to provide comprehensive scholarship scheme that promotes equitable access to post-secondary technical education for vulnerable youth in remote areas across Jordan, while equipping them with the skills required to meet labor market demands. The project complements Jordan’s national TVET reform agenda and aligns closely with the priorities of the Economic Modernization Vision 2022–2033. The project runs from 2026 until 2029 with a total budget of 10 million euros.
DAAD will facilitate the access of 130 vulnerable youth (particularly encourages applications from women and persons with disabilities) in Jordan through an inclusive scholarship scheme. This initiative aims to address financial barriers and promote gender and people with disability inclusion, with a focus on students from north and south regions, which are among most vulnerable areas in Jordan starting from the academic semester 2026/2027, in three different partner universities (Al-Balqa Applied University, Al al-Bayt University, and Tafila Technical University) across Jordan in the following fields: Renewable energy, IT, Smart Agriculture, Hospitality and Nursing.

سيتم منح المتقدمين المختارين منحة دراسية كاملة ممولة تغطي دبلومًا تقنيًا متوسطًا (لمدة سنتين) في أحد المجالات التالية: الطاقة المتجددة، تكنولوجيا المعلومات، الزراعة الذكية، الضيافة، والتمريض. بالإضافة إلى ذلك، سيتم تمويل فرص التدريب العملي داخل الأردن، وكذلك منح تبادل أكاديمي في أحد الدول الشقيقة لتعزيز فرصهم في التوظيف، وخوض تجارب أكاديمية جديدة، و الاستفادة من الخبرات الدولية.
Selected applicants will be awarded with a fully funded technical intermediate diploma degree (for 2 years) in one of those fields: Renewable energy, IT, Smart Agriculture, Hospitality and Nursing. In addition to this, internships in Jordan as well as regional mobility scholarships will be funded to enhance their employment opportunities, academic experiences and international exposure.
تستهدف المنحة الطلاب الأردنيين من الفئات الأقل حظاً الذين يرغبون في إكمال مرحلة الدبلوم التقني المتوسط في الأردن في إحدى الجامعات الشريكة التالية:
يمكنك التقديم إذا كنت أردني الجنسية وعمرك بين (18 –21) عاماً، وقد أنهيت شهادة الدراسة الثانوية العامة (التوجيهي) بمعدل لا يقل عن (%65) في أحد المسارات التالية من برنامج BTEC: الهندسة، تكنولوجيا المعلومات، الزراعة، والتمريض (الحقل الأكاديمي الصحي). كما يجب أن يكون المتقدم مستفيداً من أحد صناديق الدعم التالية: صندوق المعونة الوطنية، صندوق الزكاة, أو تكية أم علي.

يجب التقديم عبر بوابة القبول الموحد، ثم التأكد من أن برنامجين على الأقل من البرامج والجامعات التي اخترتها يتوافقان مع البرامج المتاحة في الجامعات الشريكة لبرنامج المنح الدراسية (STEP) في طلبك. وإلا فلن يتم النظر في الطلب.
The scholarship programme is aimed at vulnerable Jordanian students who would like to complete a technical intermediate diploma degree in one of the following partner universities in Jordan:
You can apply if you are between (18-21) years old and have completed your General Secondary Education Certificate (Tawjihi) with a minimum GPA of (65%) in one of the following BTEC fields: Engineering, IT, Agriculture, and Nursing. Applicants must be as well a beneficiary of one the following aid funds: Tkiyet Um Ali, National Aid Fund, Zakat Fund.
Applicants should apply through the Unified Admission Portal and then ensure that at least two of the programmes and universities you have selected match the programmes available at the partner universities of the STEP Scholarship Programme in your application. Otherwise, your application will not be considered.

Selected applicants will be awarded the following benefits:
- Coverage of tuition fees (including one-time admission fees) for a period of two years (up to 6 semesters).
- Monthly living allowance (including housing allowance if the selected university is located outside the applicant’s place of residence).

Dr. Reem is a higher education and TVET expert with an extensive experience in designing and implementing EU-funded programmes in Jordan and the region. Throughout her work, she has contributed to the development of large-scale scholarship and capacity-building programmes, collaborating closely with national institutions and international partners. She brings strong expertise in programmes coordination, results-based design, and stakeholder engagement. Currently, she is working with DAAD as a key expert on the EU-funded TVET project ( STEP), supporting technical planning, results development, and alignment with national systems to ensure inclusive, sustainable impact for learners and communities.

Ms. Meacci is the Finance Manager of the STEP project. She holds a master’s degree in project management for International Cooperation. Her academic background is complemented by several years of professional experience in international cooperation, across the Middle East and Sub-Saharan Africa. In her current role, she is responsible for managing all financial operations related to Result Area 3 of the project. Her responsibilities include budget management, expenditure tracking, procurement oversight, audit coordination, financial reporting, and ensuring compliance with EU and DAAD financial regulations. She works closely with project partners and internal teams to support effective implementation and ensure the transparent and efficient use of funds.

Ms. Torah is the Scholarship Programme Coordinator. As a former scholarship recipient herself, complemented by her professional experience in scholarship programme management, she has developed a strong understanding of scholarship design and beneficiaries’ needs. In her current role, she is responsible for designing and overseeing the full scholarship cycle, as well as monitoring scholarship disbursement and ensuring compliance with DAAD rules and procedures and EU requirements. She also manages calls for applications, internship placements, and regional mobility, and is responsible for reporting, the preparation of affiliate agreements, and stakeholder coordination with higher education institutions and implementing partners.

Ms. Celine serves as the Scholarship Officer and brings extensive professional experience from consulting firms, federal enterprises, and non-profit organizations. Her work has contributed to strengthening educational and economic reform initiatives, particularly in the field of Technical and Vocational Education and Training (TVET). Within the STEP project, she supports the preparation and organization of scholarship documentation, including applications, agreements, and academic records; assists during application periods for funded training programmes; supervises training-related logistics such as travel, visas, and financial allocations while serving as a main contact point during training periods; supports daily operational and administrative project activities; and maintains project-related data and records.
